In addition to being the 19th anniversary of the 9/11 attacks on the U.S., September 11 marks the founding of the Sister Cities movement in 1956 by U.S. President Dwight D. Eisenhower. Eisenhower’s vision was to establish a network of “Citizen Diplomats” who would build peace through numerous “people to people” exchanges. Since 1982, the City of Newport News has engaged in this type of citizen diplomacy and today, boasts official international partnerships in Japan, China, Germany, and France.
